The Role
Reporting to the HSEQ Director, the main purpose of this position is to lead and secure Rail Infrastructure Manager (RIM) and ROlling Stock Operator (RSO) accreditations, and develop and implement the Rail Safety Management Systems. This is a crucial role for the organisation as it will also oversee the development and delivery of safety elements (Rail and WHS) as part of the Integrated Management System.
Main Responsibilities
Create Integrated Management Systems aimed at obtaining ISO 45001 certification in alignment with ISO 55001. Support the Application for Accreditation for RIM/RSO from ONRSR.
Provide guidance to the Technical Team in obtaining and maintaining TAO authorization, DNSP license, and other regulatory requirements for the Operations and Maintenance phase.
Lead, support, and advise on risk assessments, mitigation strategies, control measures, and hazard transfer processes in accordance with D&C activities, systems, and deliverables.
Develop high-quality and consistent HSEQ work practices and foster a positive working culture in normal, degraded, and emergency modes through the continuous improvement of HSEQ Plans, Policies, Procedures, and Work Instructions as part of the IMS.
Ensure safety policies, rules, and procedures are systematically improved and regularly updated in response to technological advances, regulatory changes, industry benchmarks, and associated risks or opportunities.
Develop and maintain the Operations and Maintenance Hazard Log and Risk Register, effectively mitigating hazards to a level acceptable to the RDWSA Board in accordance with the Risk Management Element of the RSMS.
Develop and implement Rail Safety Interface Agreements (RSIAs) and manage associated stakeholder relationships.
Requirements
Minimum 10 years of experience in railway operations, engineering, health and safety, quality, or environmental management.
Tertiary qualifications in transport operations, engineering, or management, with specific training in safety, risk management, and environmental management.
Proven ability to manage network safety practices and procedures in a transport environment.
Strong knowledge of Australia's legal framework for Safety, Risk Management, Railway Operations, Quality, and Environmental Management.
Demonstrated ability to lead and motivate staff and provide superior guidance in operational rail and workplace safety.
Strong negotiation skills and the ability to communicate effectively with various stakeholders, both internal and external.
