About the Role
In a context of Public Private Partnership, the company has recently secured a large rail project currently under-construction to deliver all O&M activities. The primary purpose of the role is to lead the HSEQ department. This will include :

  • Providing clear leadership and direction to set the vision for the HQSE team, based on global best practice.

  • Obtaining Rail Transport Operator (RTO) Accreditation for O&M to commence operations (Rail Infrastructure Manager and Rolling Stock Operator).

  • Producing, managing and assuring the implementation of HSQE management systems including policies/processes and procedures, and all related assurance measures.

  • Ensuring that all team members have a fundamental understanding of their health and safety (WHS and Rail) obligations and are empowered to monitor compliance, interface issues and risks.

Responsibilities

  • Developing and implementing HSEQ strategic initiatives and the associated key performance indicators (KPIs) to meet and exceed the contractual KPIs

  • Accountable for obtaining and maintaining Rail Transport Operator (RTO) Accreditation and ensuring all obligations of accredited persons under the Rail Safety National Law and Rail Safety Regulations are met.

  • Accountable for implementation, management and continued development of the Workplace Health and Safety (WHS) Management System, including attaining and maintaining ISO45001 certification.

  • Leading transformational behavioural change projects across the business.

  • Creating new policies and procedures to establish the Integrated Management System (IMS) aligned with the definition of the HSEQ strategy

  • Implementation and continuous improvement of the Quality and Environmental Management Systems, including attaining and maintaining certification ISO9001 and SO14001

  • Providing legislative and regulatory advice on all matters relating to Workplace Health and Safety, Rail Safety, Environment and Quality Management

  • Leading or participating in formal investigations, specialist inspections and audits working with HSEQ and the management team.

  • Being the main point of contact with HSEQ related Stakeholders (ONRSR, SafeWork NSW, Sydney Metro, ISA, IC, etc.)

  • Defining the strategy and deployment of the Competency Management System (CMS)

  • Owning the risk management system for O&M phase

  • Representing O&M at the D&C Rail Infrastructure Manager (RIM) Review Board (RRB)


About You

  • A degree in health and safety, science, environmental studies or other related disciplines

  • Experienced Lead ICAM Investigator (or equivalent)

  • Relevant membership of a Health and Safety organisation (i.e. IOSH)

  • Demonstrated experience of planning, directing and implementing a Company’s health, safety, environment and quality management system to work toward a Zero Harm environment.

  • Experience in attaining Rail Accreditation locally or abroad
